Having said that, I can't say for sure that it cannot work with Win 7. Do you have a Windows XP machiine around for this purpose on which you would install Impact 9.x? If not, perhaps you would consider installing the 12.4 or 13.1 toolset. 12.4 and 13.1 toolset releases don't include support for Virtex-2 series any more, but you can still run the 9.x tools for Virtex-2 (synthesis) support and use 12.x or 13.x Impact for Windows 7 platform cable driver support. This advice presumes that Impact 12.x or 13.x provides programming (JTAG) support for Virtex-2 devices, even though the synthesis tools do not support them. I searched the Impact help files, and I couldn't find any information on which FPGA device families are (or are not) supported by Impact. As I read this back to myself, this all sounds pretty convoluted. I consider the Windows driver for the Xilinx USB platform cable the single most consistently frustrating weak spot in the Xilinx toolset universe. It is profoundly annoying to deal with such a randomly unpredictable and unreliable piece of software which is (unfortunately and maddeningly) completely and utterly essential for design work. Why Xilinx doesn't clean up this persistently awful state of affairs is beyond me. If you have trouble with communication with your platform cable (which is known to happen), you are often (usually) left with no clue whatsoever as to the cause of the problem or the solution.
