Agilent IO Library服务无法启动

Hi, I would appreciate your suggestions to troubleshooting this. I've searched the forum and tried what suggestions I find. Here's the situation:
Windows 7 Ultimate, downloaded and installed Agilent IOLibSuite_16_3_17914. Seemed to install appropriately. When launching Agilent Connection Expert, I get an NKO Process Error saying "Connection Expert cannot start because the NKO process is not running. Stop the AgilentIOLibraryService and restart it to restart the NKO process".

Using service.msc, the Agilent Libraries Service is present, set to "automatic", but is not running. Trying to start it, I get Error 1068, could not start the service because the dependency service or group failed to start.

I have turned off the anti-virus software.

Any ideas?
