Check the voltages on the YIG and be very careful when you are measuring so you DO NOT short circuit anything! To test YTO use the YTO adjustment in service manual as reference on the A14 move the jumper this will open YTO PLL and then you can set you YTO to multiplier frequencies and check the power level - If you have another spectrum analyzer I would recommend using spec an to view signal look for any distortion, the level and the frequency. The adjust will give setup to adjust for the end points this should be the offset and slope of the YTO.
