Here is a blog that covers the steps on how you can change the name from eno to eth on the Ubuntu OS:

As such, please try renaming your Ethernet ports from eno to eth and this should solve your issue, as currently the host id of flexlm in VLM are all 0’s and it is not matches to what is in the license file and that is causing your licensing issue.

What is the output you are getting for the command lmutil lmdiag -c /Xilinx.lic?
For 2017.1 floating, are you using the FLEX 11.13.1.3 version or greater?
