When I open ISE and click manage license, the mouse indicates it is loading something for a few seconds, but nothing comes up. When trying to access the Manage Xilinx License from the start menu, the same thing happens. I have searched these forums, but none of the solutions I have tried work. I have redownloaded ISE 14.7 and even reformatted my computer, but it still doesn't work. After starting ISE, I have an environment variable that its variable = NO_XILINX_DATA_LICENSE and value = HIDDEN. I have a hunch it has to do with environment variables, but I do not know what I would need to do with the environment variables to fix the issue. I have downloaded ISE 14.7 on my old laptop with Windows 10 and did not have any issues so I am surprised I am having so much issue with this laptop. Any help would be greatly appreciated. Thank you!

It is using windows 10 home version but there is no virtual machine in windows 10 home. Installation suggested that I enable virtualisation in the BIOS which I did, but windows 10 home does not support virtual machines so I get the following error when trying to launch ISE: Also tried the suggested renaming of libPortability.dll to libPortability.dll.orig and copy libPortabilityNOSH.dll to libPortability.dll But there is no libPortability.dll in the lib folder. If I get windows pro, will that resolve this issue? Is Xilinx now supporting ISE on windows 10 or do I have to go to a different FPGA supplier as windows in PCs are all migrating to windows 10?
