Plainly you have the programmer still connected, as you mention you are getting power from it. The programmer has 10k pulldown resistors on PGD and PGC, which connect to RA0 and RA1. That would perfectly explain the low voltage frpom the WEAK pullups. Either supply power some other way, or try any other pins. |
